Green Area Water District

Green Area Water & Sanitary Authority (GAWSA) is a local municipality (special district) formed to provide potable water and sanitary sewer service to the residents of the Green District of Roseburg and nearby outlying areas such as Roberts Creek, Glengary Loop, and McClain Avenue.

GOVERNANCE

GAWSA operates under the Oregon Revised Statutes, Chapter 450 Joint Authorities, and the Authority’s adopted ordinances.  The government of the Authority consists of a 5-member Board of Directors elected by you, the Authority’s constituents, to serve a 4-year term.

This will assist in the security protection of our water system. Suspicious activity can be reported to City Hall at 541-839-4258 or Sheriff’s Dispatch at 541-440-4471.

You can download the forms at the bottom of the website page. Once you have read the water user information you need to fill out the application and bring it and deposit money if renting to City Hall at 250 N. Main.

Make sure when discontinuing service you contact city hall with the date moving out so as not to be charged for any usage after that day. Also, give your new mailing address so any deposit, if one was paid, can be returned to you.

Sutherlin Water District

The City of Sutherlin provides water services to about 8,060 residents living in the Sutherlin area of Douglas County, Oregon. The City of Sutherlin Water Department collects surface water from Calapooya Creek and supplements it with Cooper Creek Reservoir, which also provides surface water. The water is treated with coagulants, filtered, and disinfected with chlorine before distribution.

Tri-City Water District

Tri City Water and Sanitary Authority serves an area located approximately 20 miles south of Roseburg along Interstate 5 and the South Umpqua River. Tri City is unincorporated with a population of approximately 4,000 and encompassing just under 2,000 acres immediately south of the City of Myrtle Creek.

In the 1950’s many residents of the Tri City area were finding that their personal wells weren’t adequate to provide safe drinking water. At that time area resident, Del Blanchard was instrumental in organizing Tri City Water District. Tri City Sanitary District was formed about a decade later in order to provide services where septic systems weren’t adequate and in order that new development and growth could take place.

In 2004, Tri City Water District and Tri City Sanitary District dissolved by the vote of the people as separate entities and joined together as Tri City Water and Sanitary Authority. This was found to be the most cost effective way to provide service for a growing community and a way to protect the people of Tri City’s investment that was continuing to increase with new technology and expansion.

The Authority owns, operates, and maintains a community water system which now includes a river intake on the South Umpqua River, a conventional water treatment plant (built in 1999), 4 finished water storage tanks, 2 distribution pump stations, and approximately 30 miles of water piping.

Average water demand during 2008 was 500,000 gallons per day or approximately 125 gallons per person. On hot summer days, demand reaches 1 million gallons per day.

As part of the Authority, the sanitary sewer collection system is operated serving the Tri City area. Wastewater collected within Tri City is conveyed to the City of Myrtle Creek where treatment is provided by the jointly owned wastewater treatment plant.

A new $13 million Wastewater Treatment Plant was built in 2004 as a joint venture between the two communities. During the time of planning, government grant opportunities that had been so prevalent in the 1970’s had dried up. Consequently only $500,000 was available in 2004 to finance the new wastewater plant, resulting in debt which has (in turn) caused the monthly sewer service fee to increase. The old plant was in serious violation and there was really no choice about replacing it. The new plant was built as cost effectively as possible.

Tri City Water and Sanitary also provides service for the South County Industrial Park which is just off I-5, exit 103. Winco Distribution Center and Lauren Young Tire Center is located within the Park which also has room to add more industry.

It is with pride that the Authority continues to expand, accommodating future growth, providing exceptional services, and meeting the needs of area residents, commercial business, and industry.

Umpqua Basin Water District

Umpqua Basin Water Association, Inc is a private non-profit member based water district. It began in 1965 and is located in Douglas County, Oregon. UBWA serves the rural portion of Roseburg and parts of the UGB (Urban Growth Boundary) . We cover 100 square miles of area and currently have over 280 miles of water pipeline in the ground. The Association serves a population of about 9,399 people with over 3639 connections.

The water source for Umpqua Basin Water is the North Umpqua River which is one of the premier sources of surface waters in the State of Oregon.

Umpqua Basin Water Association is governed by a Member Elected Board of Directors. The Directors are elected at the Annual Meeting on the 3rd Thursday in March unless otherwise noted in the annual “On Tap” newsletter.. The Association is divided into six districts. UBWA has seven Directors with one from each district and one At-Large Director.

The Directors hold their positions for a term of three years unless re-elected by Association members for another term. There is no limitation as to how many terms a Director may serve. All Directors must be Members of the Association and reside in their District.

Winston-Dillard Water District was established in 1948.

WDWD serves approximately 2,500 connections and 8,300 residents. Our main water source is the South Umpqua River. Utilizing 5 water reservoirs totaling 2.75 million gallons, 128 miles of water pipelines.

Our mission is to provide safe and reliable municipal services to the community.

Winston-Dillard Water District is governed by an elected five-member Board from within the Water District Boundaries’
